The State of Play in Congress and the Administration
This is our opportunity to hear from our leaders in Congress. Representative Earl Blumenauer (D-OR) will talk through what he thinks are the opportunities and challenges ahead for improving federal funding and policy for bicycling and walking.

Repesentatitve Elizabeth Esty (D-CT) is both the sponsor of HR 4241: The Transportation Access and System Connection Act to improve data and planning for biking (and all modes). She is also a co-lead in the Problem-Solvers' caucus Infrastructure report. The Problem solvers is a bipartisan caucus looking for common sense solutions.

Bella Dinh Zarr is a member and former Vice Chair of the National Transportation Safety Board (NTSB) . This agency is in charge of investigating crashes and major safety issues in our transportation system. NTSB investigated the Michigan crash which killed 5 cyclists, and recently released a report on how speed effects safety on our roadways (the speed report will also be covered in detail in the panel sesssion following the plenary.)

Lunch Plenary - Thinking holistically to build more equitable, healthy, and resilient communities.
First, Toks Omishakin is the Deputy Commissioner of Tennessee Department of Transportation, and the Vice Chair of the Council on Active Transportation for AASHTO. Under AASHTO's new organization the Council on Active Transportation is at the same level as their Council on Rail, Highway and Air travel.  Commissioner Omishakin will talk about the Council's new Strategic plan and how bicycling and walking advocates can work with their State DOTs to improve bicycling and walking in their State.

Then a panel discussion will inspire bicycling advocates to think holistically about development, transportation, housing, and land use in the work to build more equitable, healthy, and resilient communities.
