A Bike's-Eye View: Working with Law Enforcement

Law enforcement officers are very familiar with motor vehicle law. But their frame of reference is how it relates to motorized traffic. Since the view from a bicycle is different, and a person driving a bicycle is not surrounded by a sturdy metal structure to protect him/herself, the view of those rights and duties is different from the saddle. There are also inconsistencies in traffic law that may impact officers’ response to bicyclists’ actions.

Education of patrol officers can address these issues. Classroom instruction on the 5 Es: Education, Engineering, Enforcement, Encouragement and Evaluation (all with an underlying current of the 6th E: Equity) provides an intellectual understanding of the issues bicycle drivers face. On-bike modules provide the real-life experience for participants. When officers find themselves part of traffic on a bicycle, the "Aha!" moment occurs.

The session will give participants a framework to create their own program. It will also discuss the challenges faced to get such a program funded and running. Finally, the critical need for support from local law enforcement champions will be addressed.
